
First public presentation of the RES-POL project achievements
In December 2024, the first public presentation of the Res-Pol project, aimed at strengthening the Ministry of Culture and Strategic Communications in developing Ukraine’s cultural policies until 2027, occurred. Among the speakers who presented the results of the work were key experts in the Arts sector, co-founders of Insha Osvita, Alona Karavai and Olga Diatel, as well as theater scholar and deputy director for strategic development and international cooperation of the Ivano-Frankivsk Drama Theater, Ira Chuzhynova.
The framework within which the experts worked included the ongoing military conflict and the need to turn to non-linear approaches. The project is to produce 5 separate policy briefs for specific sectors: visual, audio, and performing arts, as well as literature and libraries. Each of the briefs is based on in-depth interviews, surveys, and focus groups.
At the presentation, the 16 most important issues in cultural policies that were identified in the course of the work were voiced. They are concerned with both the situation in general and specific areas of the sector. They discussed, among other things, the following:
- The problem of outdated and irrelevant art education, as well as the lack of educational literature in Ukrainian
- Insufficient funding for cultural institutions, with a focus on efficiency and quality product creation, and lack of institutional continuity
- Lack of systemic investment in culture and mechanisms to support individual artistic activity, uncompetitive wages
- Human resources problems: lack of managerial competencies, as well as the problem of people leaving Ukraine for other countries or safer regions
- Problems of interaction between state institutions and the sector of independent cultural actors

The RES-POL project ‘Rapid Expert Support to Cultural and Media Policy in Ukraine’ is implemented by the PPV Economic Development Agency in cooperation with the Ministry of Culture and Information Policy of Ukraine with the support of the European Union and will last until March 2025.
